본 연구는 북한정권 수립 이래 2008년까지 노동신문에 나타난 총141건의 독도 관련 기사 경향을 시기별 및 이슈별로 한일관계와 북일관계 맥락에서 분석하였는데, 시기별로는 크게 세 시기로 구분될 수 있다. 첫째 시기는 1960년대 한일기본조약체결에 즈음하여 독도 이슈가 북한 노동신문에 처음으로 등장한 시기로서 그 내용은 한일 접근에 대한 북한의 견제와 비난이 특징이며, 두 번째 시기는1970년대로부터 1990년대 후반에 이르기까지 독도 관련 기사가 거의 나타나지 않는 소강상태로서 북일 관계의 접근 시도 등 정치적 고려가 반영되고 있으며, 그리고 세 번째 시기인 1990년대 후반 이후에는 일본 외무성 외교청서와 일본 방위성 방위백서 그리고 문부성 교과서 학습지도요령 해설서 등의 독도영유권 기술 및 일본 시마네현의 ‘죽도의 날’ 조례 제정 등 일본의 독도 영유 도발이슈의 다양화 등에 따른 북한의 독도 관련 기사가 급증한 시기로 특징된다. 이슈별 현황을 보면, 가장 많이 다루어진 이슈는 ‘일본의 독도침탈 또는 독도강탈 야욕’을 비난하는 기사로서 전체의 1/4에 해당하는 35건에 달하고 있으며, 그 다음 순으로 일본 교과서에서의 독도 영유권 기술(22건), 한일어업협정 관련 일본의 도발(14건), 2005년 일본 시마네 현의 ‘죽도(다케 시마: 독도의 일본식 명칭)의 날’ 조례 제정관련(12건), 1965년 한일기본조약 체결 관련(12건), 일본 관리의 독도망언 관련(11건), 독도우표 관련 4건, 일본 외무성의 『외교백서』에서의 독도 기술관련 3건, 일본 방위성의 『방위백서』에서의 독도기술 관련 2건 등 독도 관련 일본의 영유 도발에 관한 모든 이슈를 망라하고 있음을 알 수 있다. 한일관계 및 북일관계 등의 맥락에서 종합적으로 분석한 결과, 북한의 독도 인식은 한ㆍ미ㆍ일 3국 간 협력체제의 결속을 저지하고 방해하기 위하여 한국 국민들에 대해 반일감정을 선동하고, 한국 정책담당자들의 무능과 비리를 우선 비난하는 것이었으며, 공산주의 혁명 전략인 정부와 국민의 이반, 그리고 연합국과 한국정부의 협력을 파탄시키는 것이 주된 목적이자 의도인 것으로 분석된다. 결국, 남북한 공통분모로서의 하나로 간주될 수 있는 ‘독도 이슈’가 남북한 관계개선의 활로를 개척할 수 있는 순기능으로 역할을 하기에는 아직까지 여러 한계가 있다고 할 수 있다. 따라서 향후 독도 이슈를 남북한 공동의 카드로 활용하는 방안에도 신중을 기할 필요가 있을 뿐만 아니라, 나아가서는 중ㆍ장기적으로 북한의 독도 이슈 제기가 이러한 정치적 도구에 머무는 한계를 극복하여 남북한 관계개선의 활로 개척을 위한 진정한 공통분모가 될 수 있도록 남북한 독도 전문 학자들 간 공동연구 내지 소통의 장이 필요할 것이다.
This study analyzes 141 news articles on Dokdo Island which had been on a North Korean Newspaper, Rodong Sinmun up until 2008 since the day of DPRK’s establishment in the lights of the interrelationship between DPRK-Japan and ROK-Japan relationships. It is divided into the following three time periods: The first period is the 1960s, the period that the Dokdo dispute first began appearing on Rodong Shinmun by the time of “the 1965 Treaty of Basic Relations between South Korea and Japan.” It characterizes North Korea’s containing tactics and blames against Korea-Japan reconciliation moves. There was little mention of the Dokdo issue on the North Korea’s state-run newspaper during the second period - the 1970s to the late 1990s - reflecting the North’s political consideration on its conciliatory attempts towards Japan. After the late 1990s, categorized as the third period, there was a significant increase in the North Korea’s top newspaper articles regarding the Dokdo dispute in the wake of the intentional mention of Japan’s territorial claims to Dokdo in Diplomatic Bluebook of the Ministry of Foreign Affairs of Japan, Japanese National Defense White Paper of the Japanese Defense Agency, and the Japanese education guidelines. An ordinance establishing “Jukdo Day” approved by the Shimane Prefecture Assembly also greatly stimulated the hands of North Korean Journalists. Puting in order issuewise, the number one subject is 35 blame articles against the Japanese imperialistic ambition to Dokdo island, which accounts for a fourth of the total articles. The second most talked-about issue is the mention of Japan’s territorial claims to Dokdo in Japanese textbooks, which amounts to 22 articles, etc.The comprehensive analysis of this study in the context of the interrelationship between DPRK-Japan and ROK-Japan relationships suggests that North Korea has thus far been using the Dokdo issue to its political and diplomatic advantage as hindering ROK-US-Japan partnership by instigating anti-Japan sentiment in Korea, blaming South Korean officials for their incompetence and corruption, alienating the Korean government and people, and holding back the cooperation between South Korea and its allies.(출처=통일정책연구 제18권 1호 119p ~ 149p ISSN 1225-6064 KCI 등재)
